Negligence alone does not contend for being called evil. The term is more often used when they consistently use ‘heavy handed’ approach in many cases – when they use their power of being the huge corporation – that is the point.

Things are really getting me a bit worried. Some of the things I heard over at the Google Adsense Groups and now this particular news, makes me get the feel that Google is going against their ‘Do no Evil’ policy by invovling in ‘heavy handed tactics’.
