Add to 
Google Operating System reports that the latest version of Google Toolbar for IE has a feature which doesn’t allow other applications to change the default search engine.
An executable file (GoogleToolbarNotifier.exe) which run in background and monitors other softwares for any changes.
You can disable this feature. But even if you disable it and terminate the process from task manager, it will still load along with IE.
